Yami RPG Editor Plug-in - Actor game speed

This command can set the game speed of an actor individually.

Actor actual game speed = global game speed * actor instance game speed

Note that this change will not be archived

This command has not been tested in detail. I don’t know if there will be serious bugs. Please test it in depth by yourself.
